Singapore – VSAT Licensing

There are two types of VSAT licences issued in Singapore:

·        Corporate VSAT licences, where the licensed VSAT network and links are used internally for private use in intra-corporate communication (i.e., between holding companies and their subsidiaries, communications between related companies, or communication between companies that have an established business relationship with each other.

·        VSAT Satellite Communications Station Licences, where the licensed VSAT network and links are used to provide services to third parties.

The Guidelines to Application for VSAT Licence for Corporate Communications provide more information about the two types of VSAT licences issued in

Singapore.  These Guidelines also provide an overview of the licensing framework governing VSAT networks in Singapore, including information about the application processes for each type of VSAT licence.  A link to these Guidelines is set out below.

The formal regulations governing VSAT Satellite Communications Station Licences are contained in the Telecommunications (Radio-communications) Regulation (the “Regulation”).  Divisions 2 and 3 of Part VI of the Regulation contain information pertinent to VSAT Satellite Communications Station Licences.  Part V of the Regulation outlines the application procedure for station (spectrum) licences and network (spectrum) licences, which includes VSAT Satellite Communication Station Licences.  A link to the Regulation is included below.

Application forms for both types of VSAT licences are available through the IDA’s website (http://www.ida.gov.sg/home/index.aspx).  Applications may be completed on-line.
