Industry Canada: Principles Applied to Re-allocating MSS Spectrum
In 1999 the Department issued the Spectrum Utilization Policy 1-3 GHz, which addressed the implementation of the mobile-satellite service in the bands 1 990-2 025 MHz and 2 165-2 200 MHz. In that document the Department listed a number of spectrum utilization considerations to be taken into account when licensing MSS systems at 2 GHz. One of these considerations was that the MSS spectrum should be harmonized over the North American market to ensure the economic viability of the service. Industry Canada recognizes that the licensing activities of global and regional MSS systems in other countries, particularly in the US, will have an impact on the number of new MSS systems.
