Kenya -- Consultation on the Implementation of a Unified Licensing Framework
During the second phase of the consultation on the implementation of a unified licneing framework in the ICT sector, the Communications Commission of Kenya (CCK) published Implementation of a Unified Licensing Framework and New Market Structure. A link to this document is set out below.
During the first phase of the consultation, the CCK announced its intention to transition to a unified licensing framework and sought input from industry members and other stakeholders on how this framework should be implemented and other related regulatory issues.
The CCK subsequently adopted in principle a unified licensing and regulatory model that featured three main market segments, namely, Network Facilities Providers (NFPs), Applications Service Providers (ASPs), and Contents Services Providers (CSPs). The CCK issued Implementation of a Unified Licensing Framework and New Market Structure to outline the proposed market structure and the set of proposed principles and guidelines to govern the unified licensing regime. The CCK invited comments and contributions on the proposed market structure and related regulatory principles and guidelines.
The CCK also included a summary of the feedback received during the first phase of the consultation, an analysis of this feedback, and the CCK’s response to the feedback.
