The economic aspects of spectrum management include three main regulatory reforms: deregulation - the relaxation of rules governing access to the spectrum; delegation - the transfer of some spectrum management functions from government to the private sector; use of the pricing mechanism - to ensure the economically efficient use of spectrum. The aims of this paper are to examine existing spectrum pricing methods and to propose a theoretical model for defining spectrum price based on assessment of the economic value of spectrum. A practical example of the application of such methodology to MMDS licence auctioning is presented.
